Reus, the Catalan city that produced both Vermouth and Antoni Gaudí, issued emergency fractional paper currency during the Spanish Civil War — small-denomination notes to compensate for hoarded coinage. This 2003 piece is a commemorative replica of one of those wartime emissions, produced by the Fábrica Nacional de Moneda y Timbre in Madrid for a collector audience rather than circulation. The watermark is a genuine security feature, included to replicate the production quality of the originals rather than out of any anti-counterfeiting necessity.

The Consell Municipal fraccionals from the 1936–39 period are well-documented and actively collected; replica programs like this one have been issued by several Catalan municipalities to mark anniversaries of their wartime issues.
