Rasquera is a tiny municipality in the Terra Alta comarca of Tarragona, and like hundreds of Spanish towns during the Civil War, it issued its own emergency fractional currency when coinage simply vanished from circulation — hoarded, melted, or requisitioned. These local ajuntament issues were authorized under Republican decree but produced entirely at the municipal level, which accounts for the extreme variation in paper quality, printing method, and format across the series.
Turró catalogs this as #2067. The official stamp is the sole security measure — common for issues of this type and period, and easily forged, though forgery of such hyper-local scrip was rarely worth the effort.
