Puebla Larga is a small municipality in Valencia province, and like hundreds of similar local councils across Republican-held Spain, its ayuntamiento issued fractional emergency paper during the Civil War to fill the void left by hoarded metal coinage. The Consejo Municipal designation reflects the wartime reorganization of local governance under Republican authority — by 1937, many traditional ayuntamientos had been reconstituted under revolutionary or Popular Front-aligned councils.
These hyper-local Valencian issues were never intended for circulation beyond the immediate municipality, which is precisely why survivors are scarce. Most were redeemed, lost, or simply disintegrated in daily use within months of issue.
