El Poal is a small municipality in the Pla d'Urgell comarca of Lleida, and like hundreds of Catalan towns during the summer of 1936, its local council was forced to issue emergency fractional currency after the hoarding of metallic coin paralyzed daily commerce in the weeks following the military uprising. These ajuntament-issued notes — technically vale or moneda local issues — were legal only within their issuing municipality and had no standing elsewhere. The Generalitat eventually moved to systematize and suppress local emissions, but many persisted well into 1937.
Turró's cataloguing of this issue confirms it as a genuine municipal emission rather than a private or cooperative token, though documentation on the precise print run is absent.
