Palau-solità is a small municipality northwest of Barcelona, and like hundreds of Catalan towns it issued its own emergency fractional currency during the Civil War after the Republican government's coin supply collapsed in 1936–37. These locally printed "vals" or "bitllets" were authorised under a framework that gave municipal councils latitude to produce what amounted to hyperlocal scrip — legal only within the issuing town's boundaries and redeemable, in theory, once stability returned.
Imprenta El Secretariat Català in Barcelona handled production for numerous small Catalan municipalities during this period, which gives the printing a consistency that the issuing authorities themselves lacked.
