La Bisbal del Penedès is a small municipality in the Alt Camp comarca of Tarragona, and like hundreds of Catalan towns during the Civil War, it issued its own fractional currency after the Republic's copper and silver coinage vanished from circulation in 1936. The Generalitat de Catalunya had authorized local emergency issues, but standardization was loose — each ajuntament arranged its own printing, which is why this note went to Barnadas in nearby El Vendrell rather than a Barcelona house.

Turró catalogues over a thousand of these Catalan municipal issues; 453 is deep in that sequence, a measure of how thoroughly the region atomized its currency supply under wartime conditions.
