Gavà's 1937 emergency fractional issues belong to the dense ecosystem of Catalan municipal paper money that flooded local circulation after the Republic's small-change crisis of 1936–37. The central government's inability to supply sufficient coinage — partly due to silver hoarding and wartime disruption — forced hundreds of Catalan municipalities to print their own low-denomination notes under a framework loosely authorized by the Generalitat de Catalunya.
Turró catalogues these Gavà pieces as legitimately scarce. The municipality is small, production runs were low, and wartime paper deteriorates fast.
