Fraga is a small town in the province of Huesca, Aragon, and like hundreds of Spanish municipalities during the Civil War, its local committee issued its own emergency fractional currency after the July 1936 uprising disrupted the national coin supply. The Comité Popular Antifascista took direct control of this function — the political label on the issuer is unusually explicit even by the standards of Republican-zone local issues, most of which softened their nomenclature to "Consejo Municipal" or similar.

The Gari Monardes catalogue documents at least four varieties for Fraga's emissions, this being the fourth. Thick card stock was a common workaround when proper banknote paper was unavailable in inland towns cut off from Barcelona's printing infrastructure.
