Forcall is a small municipality in the Maestrazgo region of Castellón, and like hundreds of Spanish towns during the Civil War, it issued its own emergency fractional currency when the Republic's small-change supply collapsed in 1936–37. These local issues — generically called billetes locales or moneda municipal — were authorised under a framework of Republican decrees that essentially deputised town councils as emergency monetary authorities. The practical result was thousands of hyper-local issues, most printed in tiny quantities, many on whatever paper stock was at hand.
Gari's catalogue remains the primary reference for these Valencian municipal emissions, and the 663-A designation places this among documented Forcall output — but surviving examples are genuinely uncommon simply because the issuing population was so small.
