Espluga de Francolí is a small town in the Camp de Tarragona, and like hundreds of Catalan municipalities during the Civil War, its council issued emergency fractional currency after the Republic's small-denomination coins effectively vanished from circulation in 1936–37. The Generalitat de Catalunya had authorized local bodies to fill the gap, producing a sprawling ecosystem of *moneda local* that varied wildly in print quality and staying power.

Sugrañes was a reliable Tarragona commercial printer responsible for several municipal issues in the province. Turró 956 is among the better-documented of the smaller-denomination Catalan municipals.
