Espeluy is a small municipality in the province of Jaén, Andalusia, and like hundreds of Spanish towns it resorted to locally issued emergency paper during the Civil War years when small-denomination coinage effectively vanished from circulation. The Consejo Municipal issues from this region are among the more obscure entries in the Gari Moneda catalog — many were printed in tiny quantities with whatever typographic resources the town hall had on hand, and survival rates are low simply because the notes were ephemeral by design, not meant to outlast the crisis that created them.
