Don Benito is a market town in Extremadura, and like hundreds of Spanish municipalities during the Civil War, its local council was forced to print its own emergency small change after metallic coins vanished almost entirely from circulation — hoarded, melted, or simply disrupted by the collapse of normal supply chains. These consejo municipal issues were technically illegal under Republican monetary law but were tolerated out of necessity.
The Gari Mon catalogue treats this as variant C within the 594 group, suggesting multiple print runs or design variants exist for this denomination. Thick card stock was a common substitution when proper banknote paper was unavailable in provincial towns.
