During the Spanish Civil War, municipal councils throughout the Republican zone were forced to issue their own emergency scrip when metallic coin vanished from circulation — hoarded, melted, or simply absent amid the economic disruption of 1936–37. The Consejo Municipal de Dolores, a small town in the Vega Baja del Segura district of Alicante province, was among dozens of Valencian localities that responded with locally produced paper fractionals.

These municipal emissions were strictly unofficial stopgaps, valid only within the issuing locality. By 1938 the Republican government had moved to suppress and replace them with centrally issued small-change notes, rendering most examples obsolete almost immediately after issue.
