Chinchilla de Monte-Aragón, a small Albacete province town, was one of hundreds of Spanish municipalities forced to improvise fractional currency during the Civil War after Republican authorities failed to solve the chronic small-change shortage that emerged from mid-1936 onward. These municipal emergency emissions — cartones, billetes locales — were produced locally, often without any formal printing infrastructure, and the Consejo Municipal issues from towns of this size typically survive in very small numbers simply because the original print runs were modest and the notes had short useful lives before being withdrawn or replaced.

Gari's catalogue remains the authoritative reference for this regional material, and the 531-B designation implies at least one variant precedes it in the series.
