Castellar's municipal council issued emergency fractional paper during the Spanish Civil War, when the Republic's central government was unable to keep small-change coinage in circulation — hoarding and metal shortages had stripped it from the market almost entirely. Hundreds of Spanish municipalities responded the same way, printing their own makeshift scrip with whatever printing resources were locally available.
The Gari Mon reference places this firmly in the Catalonian emergency series documentation. These hyper-local issues had no validity outside their issuing municipality and were redeemable only as long as the issuing council survived the war — which many did not.
