Capçanes is a village in the Priorat comarca of Catalonia, and like hundreds of similarly small municipalities, it issued its own emergency paper money during the Spanish Civil War after the Republican government's decree of late 1936 effectively authorized local councils to print fractional currency to address the acute coin shortage. The Consell Municipal series from towns this small rarely survived in quantity — they circulated hard within tight geographic limits and were redeemed or simply discarded once the crisis passed.

Imprenta Solé in Tarragona produced notes for numerous Catalan municipalities during this period, which means the printing quality is consistent but the designs are modest. Turró 651 is among the more obscure entries in his catalogue of Civil War local issues.
