Belianes is a small municipality in the comarca of l'Urgell, Lleida province, and like hundreds of Catalan and Spanish localities during the Civil War, its ajuntament issued emergency fractional currency when Republican-zone coinage effectively vanished from circulation. The central government in Madrid and the Generalitat de Catalunya both struggled to supply small change, leaving councils to fill the gap with locally printed paper — often on whatever card stock was at hand.
Turró catalogues this issue as #351. The official stamp was the primary anti-counterfeiting device, a low bar, but counterfeiting a 50-céntimo municipal note from a village of a few hundred people was hardly an economic proposition.
