Begur is a small coastal municipality in the Costa Brava, and like hundreds of Catalan towns during the Civil War, it issued its own emergency paper currency after the Republican government's decree of May 1937 effectively authorized local councils to fill the acute shortage of small change caused by hoarding and the flight of metal coinage. The Consell Municipal series was a practical response to a genuine transactional breakdown — without fractional currency, local markets and wages simply could not function.
Gràfiques Darío Rahola in Girona handled production for several Empordà-area municipal issues during this period, giving neighboring towns' notes a family resemblance in print quality and paper stock. Turró catalogs this as #348.
