Adra's municipal council issued emergency fractional paper during the Spanish Civil War, when metal coinage disappeared from circulation almost entirely — hoarded, melted, or simply lost in the chaos of supply lines collapsing across Andalusia. Hundreds of Spanish municipalities did the same, producing locally printed or handstamped scrip that was valid only within their own administrative boundaries. Most of these issues lasted weeks or a few months before being superseded, repudiated, or simply abandoned when the issuing authority ceased to function.
