This note belongs to one of the stranger administrative improvisations of the First World War: after German forces occupied large portions of northern France from late 1914, the civil authorities that remained — or were permitted to function — found themselves cut off from the Banque de France and starved of small-denomination currency. The Syndicat des Communes covering these three occupied départements was effectively issuing emergency scrip under German occupation, with whatever printing infrastructure survived locally. Fourmies, in the Nord, had retained some commercial printing capacity.

The control stamp served less as an anti-counterfeiting measure than as a rudimentary validation — distinguishing authorized issue from informal forgeries in a region where normal monetary oversight had entirely collapsed.
