French chambers of commerce were authorized to issue emergency small-denomination notes during and after the First World War to compensate for the chronic shortage of metallic coinage, which had been hoarded or melted. Bordeaux's chamber was among the most prolific regional issuers, running an extensive series well into the early 1920s as the coin shortage persisted far longer than anyone had anticipated.
Roganeau was a respected Bordeaux-born painter and decorative artist — his involvement in both design and engraving here is unusual for a regional emergency note, which typically went to commercial print shops without artistic pretension. Wetterwald Frères handled the actual production locally.
