The Chambres de Commerce emergency notes of 1914–1920 exist because the French state couldn't keep small change in circulation once hoarding and metal requisitioning stripped the coinage system bare. Tulle and Ussel, two modest Corrèze towns with no particular financial weight, were grouped under a single Chamber specifically to issue these necessities. Delostal & Germa were a regional printer in Aurillac — not a specialist security firm — which makes the inclusion of a watermark here slightly more deliberate than you might expect from a provincial emergency issue of this scale.
