Saint-Dizier sits in the Haute-Marne, and like dozens of French provincial towns during the First World War, its Chambre de Commerce was forced into note issuance almost immediately after the August 1914 mobilization drained coin from circulation. The Banque de France could not keep pace with small-denomination demand, and the central government explicitly authorised chambers of commerce to fill the gap — a pragmatic concession that produced hundreds of distinct local emissions across France between 1914 and the early 1920s.
The JP reference numbers here span a wide range, indicating multiple distinct varieties across the emission period — differences in date, serial format, or overprint rather than design changes. Thevenot printed locally, which was common for these urgency issues; there was no time, and often no need, to contract a Paris house.
