French Chambers of Commerce were authorized to issue emergency fractional currency in August 1914 after the mobilization crisis caused small coins to disappear almost entirely from circulation — hoarded by a public that trusted metal and distrusted the immediate future. Nîmes printed its own series rather than wait for central supply, using a local firm. The Achiardi press was based in the city, so this is genuinely a local product from start to finish.

The JP reference range here covers multiple date and signature variants within what is essentially the same design, which makes attribution fussy without examining the specific combination of signatories and issue date on the individual note.
