Lons-le-Saunier is the prefecture of the Jura department, and its Chambre de Commerce — like dozens of others across provincial France — continued issuing small-denomination emergency notes well into the 1920s, long after the armistice. The original wartime necessity had become administrative habit; the French Treasury was slow to restore adequate fractional coinage, and local chambers filled the gap for years. By 1925 this kind of issue was already anachronistic, a relic of the 1914–1918 shortage being reprinted largely because nothing had replaced it in daily commerce.
