Lons-le-Saunier, the administrative capital of the Jura department, was among the hundreds of French chambres de commerce that filled the small-denomination void left by wartime coin hoarding — a problem that officially ended with the Armistice but whose practical effects dragged well into the early 1920s. These locally issued nécessité notes were produced under authorization from the French state but entirely financed and administered by the issuing chamber, meaning the printer, the design, and the redemption guarantee were all local responsibilities.
Lithographie E. Rousseau in Dôle handled the presswork — a regional commercial printer, not one of the major security printing houses, which is evident in the modest production quality typical of Jura-area emergency issues. The JP#74-11/12 reference covers two catalogue variants within the same type.
