Lons-le-Saunier is the prefecture of the Jura department, and this note is a product of the broader emergency currency movement that swept French provincial chambers of commerce after the First World War disrupted the national coin supply. The Banque de France could not keep small-denomination metallic currency in circulation — hoarding and wartime metal demands had gutted it — so chambers of commerce across France were formally authorized to fill the gap with paper.
