The Chambre de Commerce de la Creuse was among dozens of French regional chambers that rushed emergency fractional notes into circulation after the 1914 panic drained small coinage from everyday trade. The Creuse — a sparsely populated, largely agricultural département in the Massif Central — had little banking infrastructure to absorb the shock, making locally issued bons de nécessité genuinely indispensable rather than merely convenient.
Printed by Pierre Dumont in neighboring Limoges, which handled emergency printing work for several regional issuers in the area. The watermark is the only security feature — modest by any standard, but consistent with the rushed production conditions of 1915.
