French chambres de commerce were authorized to issue emergency small-denomination notes from 1914 onward as wartime coin shortages bit hard — bronze and nickel were diverted to munitions, and the public hoarded what metal remained. Grenoble's chamber was among hundreds that responded, producing notes through local commercial printers rather than the Banque de France's facilities. B. Arnaud, based in Villeurbanne on Lyon's eastern fringe, handled several regional issues of this type.
