French chambers of commerce were authorized to issue small-denomination emergency notes following the acute coin shortage that developed after 1914, when the public hoarded metal and the state could not keep pace with demand. The Foix chamber, serving the Ariège department in the foothills of the Pyrenees, was among the smaller issuing authorities in the country — its circulation volumes were modest by any measure, and most of these notes were redeemed and destroyed once coin supplies stabilized in the early 1920s.
L. Cassan Ainé in Toulouse was the printer of choice for several Midi chambers, and the watermarked paper provides the primary security element — straightforward for the period, nothing unusual there. JP#59.13 and .14 indicate two distinct varieties within the issue, most likely differentiated by serial letter groupings or minor typographic changes between print runs.
