Dijon's Chamber of Commerce, like dozens of others across France, was forced into emergency note issuance after the outbreak of war drained small-change coinage from circulation almost immediately. Hoarding, metal requisitions for the war effort, and the sudden velocity of wartime commerce combined to create a fractional currency vacuum that the Banque de France could not fill fast enough. Chambers of commerce stepped in locally, with official sanction, printing their own small-denomination bons de monnaie.

Gérin was a local Dijon printer — not a specialist security firm — which is why the watermark is the primary security feature rather than anything more sophisticated.
