French chambers of commerce became de facto currency issuers during and after the First World War, filling the void left by the chronic shortage of small-denomination coinage. Châteauroux's chamber continued issuing well into the early 1920s, longer than many, reflecting how slowly the fractional coin supply recovered in provincial France.
Albert Laprade, primarily an architect — later known for the Palais de Chaillot — was an unusual choice for banknote design work, and the Mellotée commission appears to be a local connection rather than a specialist printing relationship.
