French chambres de commerce were authorized to issue small-denomination emergency notes (monnaie de nécessité) by a decree of 30 July 1914, as the outbreak of war triggered an immediate hoarding crisis that stripped coins from everyday commerce almost overnight. Calais was particularly exposed — a major Channel port under significant military pressure, with civilian commerce still needing to function despite the disruptions of mobilization.

Imprimerie B. Arnaud operated out of Lyon but handled a substantial share of provincial chamber issues during the war years, supplying multiple northern issuers simultaneously. The JP#36.7 à 14 range indicates several distinct varieties exist within this type, likely differentiated by date, signature combination, or serial block.
