French chambres de commerce were authorized to issue emergency small-denomination paper in 1914 precisely because the war had caused an almost immediate hoarding and disappearance of metallic coin. Calais, sitting directly behind the Channel front and functioning as a major Allied supply hub, had acute small-change problems throughout the conflict — the commercial pressure on the city was extreme and constant.
Printed in Amiens by Roy & Valade, who handled a number of northern French emergency emissions during this period. The watermark is the note's only security concession — modest, but adequate for a denomination nobody was going to forge seriously.
