Boulogne-sur-Mer's Chamber of Commerce began issuing emergency fractional notes in 1914 almost immediately after mobilization disrupted normal coin circulation — a problem that hit Channel port towns especially hard, where commercial activity continued despite the near-total disappearance of small change from daily trade. These chambres de commerce issues were technically illegal tender outside their issuing district, yet they circulated widely because there was simply nothing else to hand.

The JP#31-11 reference places this within the Jérôme Picard catalogue of French necessity coinage and notaphily — the standard authority for these wartime provincial emissions.
