Oaxaca's Provisional Government under Guillermo Meixueiro and the Soberanista movement issued its own coinage in 1915 as a direct rejection of Carrancista authority — a deliberate assertion of regional autonomy during the fractured years of the Mexican Revolution. The state mint operated with limited equipment and interrupted supply chains, which explains the numerous die varieties documented for this series.

The "Unfinished Lapels" variety is among the more distinct die states in the Oaxacan provisional issues, the result of an incompletely finished working die rather than post-strike damage or wear.
