The Banco Provincial de Santa-Fé was a provincially chartered institution operating under the decentralized banking framework that characterized Argentina before the 1890 financial crisis swept away most of the provincial note-issuing banks. This note, payable at Rosario rather than the provincial capital, reflects the commercial weight of that city — by the 1870s Rosario was already the dominant grain export port on the Paraná and generated substantially more commercial traffic than Santa-Fé itself.
The PS-811A and PS-812 pairing — same bank, two payment cities — is a reminder that place of issue on Argentine provincial notes is a substantive distinction, not a minor variety.
