Paraguay's coinage in the 1920s was managed under severe fiscal constraints following decades of post-war economic collapse — the country never fully recovered from the catastrophic losses of the War of the Triple Alliance (1864–1870), which killed the majority of the male population and left the treasury effectively insolvent for a generation. Foreign mints handled virtually all Paraguayan coin production during this period, as the country had no domestic minting facility.

KM#12 was struck at the Heaton Mint in Birmingham.
