The International Year of Disabled Persons was declared by the United Nations for 1981, prompting a wave of commemorative issues from member states. Ghana's participation came at a politically turbulent moment — the country was barely a year into Jerry Rawlings' second coup, the 31st December Revolution having just brought the Provisional National Defence Council to power. That the Bank of Ghana fulfilled this commemorative obligation at all, amid the institutional disruption of a military takeover, is worth noting.
Struck to the standard 28.28g .925 silver specification used widely for Commonwealth-adjacent commemoratives of the period, this issue shares its blank with dozens of contemporaries.
