Ghana's 1984 FAO gold issue was part of a Food and Agriculture Organization program that incentivized member nations to produce commemorative coinage, with proceeds nominally directed toward agricultural development initiatives. Ghana's participation came at a particularly grim moment: the country was in the grip of a severe drought and economic collapse that had reduced per capita income to levels not seen since independence, forcing the Rawlings government into emergency IMF austerity negotiations that same year.
The KM#21b designation distinguishes this gold variant from the copper-nickel and silver strikings of the same type — the 21b is exceedingly rare in the trade, almost certainly a proof or presentation issue given the political circumstances of its production year.
