Kreis Moers was a rural district in the lower Rhine region of the occupied Rhineland, and its 1923 notgeld issues appeared during the Ruhr occupation crisis — French and Belgian troops had seized the industrial Ruhr in January 1923 to enforce reparations payments, and the German government responded with passive resistance, halting production and paying workers to do nothing. The resulting hyperinflationary spiral forced municipalities, districts, and private firms at every level to print emergency denominations that climbed from thousands to billions within months.
The watermarked paper distinguishes this issue from the cheapest emergency printings of the period, suggesting a degree of administrative seriousness even as the face value was already obsolete by the time notes left the printer.
