Chad is a member of the CEMAC monetary zone, where the CFA franc is managed by the Beac (Banque des États de l'Afrique Centrale) — an arrangement that leaves member states with essentially no independent monetary policy. Collector gold issues like this one are authorized outside that framework, struck under licensing agreements with private minting houses, typically European, that handle everything from design to distribution. Chad has issued under this model prolifically since the mid-2010s, with numismatic output bearing little relationship to the country's domestic economy.
