By mid-1923, Germany's hyperinflationary spiral had outpaced the Reichsbank's capacity to supply adequate circulating currency. Municipal and district authorities across the country were legally permitted — and practically compelled — to issue their own emergency notes, known as Notgeld. The Stadtkreis and Landkreis Coblenz issued jointly, which was administratively unusual; most municipalities issued independently rather than combining city and surrounding district obligations on a single instrument.
Fifty million marks sounds extraordinary until you recall that by November 1923, the exchange rate reached 4.2 trillion marks to the dollar. This note was already obsolescent within weeks of printing.
