Rastatt's 50-billion-mark Notgeld was printed locally by Greiser at a moment when German municipal authorities were effectively running their own monetary policy out of sheer necessity. By late 1923, the Reichsbank could not physically supply currency fast enough to meet demand, so hundreds of cities and towns issued their own emergency notes — some professionally, some not. Greiser's output for Rastatt sits toward the competent end of that spectrum.
The watermarked paper is worth noting: many provincial issuers at this stage abandoned security paper entirely, making the watermark here a small but deliberate gesture toward legitimacy.
