| Obverse description | Brown decorative border enclosing the main field, with a vignette of a government building at the upper left and a vignette of industrial factory works at the upper right. A central portrait of Dr. Sun Yat-sen occupies the middle of the note, flanked by the denomination value in Chinese characters. Extensive Chinese text in the lower portion sets out the lottery loan regulations, with the signatures of the Chairman of the Nationalist Government and the Minister of Finance printed below. |

| Obverse lettering | 五圓 倩公獎角部政財府政民國 圓五 行發日一月五年五十國民華中 五圓 條例摘要 一 有奬公倩為國民政府改進國民經濟及興(?)造幣(?)士敏土厰製革厰及其他應行興辦實業而發行定額伍百萬元。 二 有奬公倩以國家收入橃交中央銀行為逯本合奬之檐保并由中央銀行負完全責任。 三 有奬公倩分三期還本每十個月為一期每月還本百分之二第二期每月遂本百分之三第三期每月還本百分之五至第三十個月全數還清。每屆送本完每月五日抽鈑十日逯本發獎抽籖後於逯本票中再行閑獎由財政部執行其還本發獎事宜由財政部委託中央銀行及殷實商號支付。中籖倩要如逾期三個月不領欸即作無效。 四 有獎公倩利息定每月伍萬元全數(?)充獎金計一等獎一張給獎金式萬元二等奬二張各給奬金式千元三等奬四張各給奬金伍佰元四等奬十張各給奬壹百元五等奬二十張各給獎金伍拾元六等獎五十張各給奬金拾元七等奬壹百張各絡獎金伍元八等奬三百張各給奬金式元九等獎六百張各給獎金壹元十等獎除前列九等奬外其餘每次中籖之情票均名給奬金伍亳。 五 有獎公情募集之欸政府用以興辦第一條列舉事業所得溢利提二成充作特別獎金由則政部臨時規定分配之 六 有獎公情為無記名式得自由買賣𢫨押並得作公務上保證金及準備金。 七 有獎公情為政府發行之有價詮劵倘有塗改偽造損毀信用之行為按照刑律治罪 國民政府委員主席 汪兆鉻 國民政府財政部長 宗古文 五圓 五圓 |
