Prison-issued scrip in the People's Republic of China functioned as a controlled internal currency — inmates at labor reform facilities (laogai) received wages in facility-specific notes redeemable only within the prison's own commissary system. This prevented cash from circulating freely among the prisoner population and gave administrators a means of monitoring spending. The Guizhou Province Second Prison's 1963 issue dates from the years immediately following the Great Leap Forward famine, when the laogai system was still near its peak population.
The handstamp authentication is characteristic of these issues — central printing resources were rarely allocated to internal prison scrip, so validation was handled administratively at the facility level. Survivors are rare; most were destroyed or surrendered upon release.
