Pei Hai Bank was established in 1938 by the Communist Party's Shandong-Jiangsu Border Region government as a direct counter to Japanese occupation currency flooding the region. The bank's notes were designed specifically to displace puppet-regime money and stabilize trade in guerrilla-held territory — a financial front running parallel to the military one.
The year designation "29" follows the Republic of China calendar, placing this note in 1940, a particularly volatile period when the New Fourth Army Incident was fracturing CCP-Nationalist cooperation. Notes from this phase of Pei Hai's operation are difficult to attribute precisely because production was deliberately decentralized across multiple small print shops to survive Japanese raids.
