The Bank of Pei Hai was a Communist Party financial institution operating in the Shandong-Jiangsu border region during the Second Sino-Japanese War, issuing currency to fund guerrilla administration and military logistics in areas under fragmented or contested control. Its notes circulated alongside — and in deliberate competition with — Japanese military yen and the puppet Wang Jingwei government's Federal Reserve Bank notes, all three currencies vying for acceptance in the same markets.
The "Giao Dung" designation refers to the Jiaodong sub-region of Shandong peninsula, indicating a regionally restricted issue. Pick S3550A is among the more elusive Pei Hai variants precisely because regional sub-issues were printed in smaller quantities and rarely survived the postwar currency consolidation of 1948–49.
