Chinese provincial food stamps of this type were not currency — they were rationing instruments, issued by grain bureaus under the national unified procurement system that governed food distribution from the 1950s through the early 1990s. Sichuan's grain bureau administered one of the country's largest provincial populations, and its ration coupons circulated strictly within provincial borders; attempting to use them outside Sichuan was technically a criminal matter.
