Chinese provincial food coupons of this period were not currency but rationed entitlements — this 1971 example from Xinjiang was issued under the national grain rationing system that ran from 1955 until its abolition in 1993. The system required residents to surrender coupons alongside cash at state-owned grain shops; without the coupon, money alone bought nothing. Xinjiang coupons were strictly non-transferable between provinces, a rule enforced to prevent internal migration from straining regional grain allocations during a period when the autonomous region's demographics were being actively managed by Beijing.

The Cultural Revolution was at full intensity in 1971, and regional bureaucracies like the Xinjiang Grain Bureau were operating under extreme institutional pressure. Production quality on coupons from this year is accordingly rough.
